The use of e-scooters and micromobility vehicles has grown across Europe in recent years. The latest data reveals that in the first quarter of 2025, micromobility vehicles, including e-scooters and e-bikes, made up 11.1% of the total licensed motor vehicles in Malta.
There are a number of reasons why these vehicles are becoming more popular. If you visit any European city, you’re likely to see a variety of micromobility vehicles on the roads. This could be because they are perceived to reduce air pollution, cut down on traffic congestion and provide easy transport around busy areas.
In 2024, a ban was established against the use of rental e-scooters in Malta. Private e-scooters are allowed to be used on Maltese roads. It’s important to note that you’re legally required to have insurance for e-scooters and other motorised vehicles for use on public roads in Malta.

What are e-scooters and micromobility vehicles?

An e-scooter, also known as an electric scooter or electric kick scooter, is a motorised personal transport device. Powered by an electric motor, e-scooters are considered to be motor vehicles in Maltese law.
A key factor to remember is that e-scooters are required to be registered with Transport Malta and need appropriate insurance coverage to ride on public roads. Typically, you need to have a motor third-party liability insurance policy for your e-scooter in Malta.
You can’t ride an e-scooter unless you hold an “A”, “AM” or “B” driving licence on Maltese public roads, so it’s essential to check your licence to ensure it’s the correct type before you use your e-scooter.
Micromobility vehicles
Micromobility vehicles are small, lightweight and generally powered by electricity. They are usually used for short journeys or for getting around urban and busy areas. E-bikes, e-scooters, kick scooters and segways are among common micromobility vehicles.

- You must always give precedence to pedestrians and observe all traffic regulations, such as stopping at pedestrian crossings and traffic lights.
- You can’t ride an e-scooter on arterial roads (except on the cycle lanes) or in any tunnel or underpass.
- The maximum speed on roads is 20 km/h and 10 km/h in other areas.
- Only one person should ride an e-scooter at a time.
It’s necessary to keep to the nearside left of the road when you ride an e-scooter or micromobility vehicle in Malta. If there is more than one vehicle, you should move in a single file.
Legal guidance includes not using a mobile phone or wearing headphones and earphones when riding. Always move in the direction of traffic and wear a high-visibility vest when travelling between sunset and sunrise.
